Возможно в ближайшем будущем будет установлен предохранительный клапан и излишки давления будут сбрасываться через тестовый трубопровод обратно в резервуар, а сейчас нужно что бы насосы отработали.
Для сравнения, стандарты NFPA не допускают такого способа регулирования. Применяются или регуляторы "после себя" или частотное регулирование привода.
NFPA-138.16.1.2 Pressure-Reducing Valves.
8.16.1.2.1 In portions of systems where all components are
not listed for pressure greater than 175 psi (12.1 bar) and the
potential exists for normal (nonfire condition) water pressure
in excess of 175 psi (12.1 bar), a listed pressure-reducing valve
shall be installed and set for an outlet pressure not exceeding
165 psi (11.37 bar) at the maximum inlet pressure.
8.16.1.2.2 Pressure gauges shall be installed on the inlet and
outlet sides of each pressure-reducing valve.
8.16.1.2.3* A listed relief valve of not less than 1⁄2 in. (13 mm)
in size shall be provided on the discharge side of the pressurereducing
valve set to operate at a pressure not exceeding the
rated pressure of the components of the system.

the pressure for which the system components are rated.
