Полагаю, стоит. Рабочее давление - параметр, при котором элементы гарантированно выполняют свои функции в течение всего времени эксплуатации. Т.е. запас на кратковременное превышение этого параметра у них должен быть.
К тому же есть ещё п.6.1.3:
Rated Pressure.
System components shall be rated for the maximum system working pressure to which they are exposed but shall not be rated at less than 175 psi (12 bar) for components installed above ground and 150 psi (10 bar) for components installed underground.
Не думаю, что документ стал бы противоречить сам себе.
Речь о номинальном рабочем давлении компонентов системы.
Собственно спринклеры испытываются более сурово.

7.5.1
Twenty sprinklers shall be subjected to a water pressure of 3 MPa (30 bar).
Increase the pressure from 0 MPa to 3 MPa (0 bar to 30 bar) at a rate of (0,1 ± 0,03) MPa/s [(1 ± 0,25) bar/s],
maintain the pressure at 3 MPa (30 bar) for a period of 3 min and then allow it to fall to 0. After the pressure
has dropped to 0, increase it to 0,05 MPa (0,5 bar) within not more than 5 s. Maintain this pressure for 15 s
and then increase it to 1 MPa (10 bar) at a rate of increase of (0,1 ± 0,03) MPa/s [(1 ± 0,25) bar/s], and
maintain it for 15 s. Each sprinkler shall meet the requirement of 6.8.1.
7.5.2
Following the test of 7.5.1, the twenty sprinklers shall be subjected to a water pressure of 4,8 MPa
(48 bar). Fill the sprinkler inlet with water at (20 ± 5) °C and vent it of air. Increase the pressure to 4,8 MPa
(48 bar) at a rate not exceeding 2,0 MPa/min (20 bar/min). Maintain at 4,8 MPa (48 bar) for 1 min. The
sprinkler shall meet the requirements of 6.8.2.
